I am so glad Barbara Wilson-Clay finally addressed the issue I have been  
afraid to post on, fearing I would embarrass myself.  She asked why no one  had 
raised what I also see as a more important and all-encompassing  question.  Why 
did IBLCE decide it was important for them to recreate  something that 
already existed, being created by ILCA, our professional  organization, in 
cooperation with IBLCE many years ago?
 
I thought perhaps that I had missed the boat; maybe the fundamental reason  
for the appearance of this new document had been explained and somehow everyone 
 knew it but me.  But that now appears not to be the case.
 
So, now that a well-known and respected member of our ranks has asked that  
question, I don't feel so hesitant.  From where does IBLCE believe it  derives 
its authority to override the previously existing document?
