This is what I do to get baby to stop tongue sucking.
(doesn't always work right away, but be persistent and patient)
Have mom hold baby in cradle position, skin to skin. She then slips a clean
finger, pad side up into baby's mouth, running it along the roof of the
mouth to the soft palate. Then gently press down on the baby's tongue a few
times. Mom should feel baby curl tongue around  her finger and begin to suck
rhythmically. Finger feeding some G/W or EBM
will do the same thing. This is helpful if baby is really "hungry",
otherwise a finger will do the trick.
Mom needs to make sure that baby opens really ,really wide and that the
tongue is down. some babies seem to have their little tongue stuck to the
roof of their mouth.
Running your thumb and forefinger along the jaw line, meeting at the chin
several times will help to relax the jaw so baby will open wider.
