In order to achieve baby-friendly status in the rest of the world (can't
speak to the US model with a private individual as the convenor and
evaluator of BFHI) a hospital may not teach women in groups about artificial
feeding.  The issue of what is in the bottles has not been addressed by
BFHI, to my knowledge, nor have they addressed the trend for women to choose
bottle feeding of expressed milk right from the start.  This trend is most
prevalent in the US, where maternity leave still barely exists.  I doubt
that is a coincidence.
My hunch is that WHO/Unicef would be hesitant to allow any teaching about
bottle feeding in groups as part of Baby-Friendly practice, because of the
known spillover when bottles become the norm.  Once the focus shifts from
the process of breastfeeding to the product of the breasts, support for
breastfeeding is weakened.  WHOs position is that women should have
maternity leave.  They should not be expected to accommodate to the deviant
situation existing in the US when most of the rest of the world has woken up
to the fact that mothers and babies belong with each other.
