This is routine also in Finland.

There are mothers, only few, though, who have decided not to
breastfeed, and they either make their opinion clear already before
going to the hospital, or breastfeed the couple of days at the
hospital and silently wean as soon as they get home.

But in general, mothers are 'expected' to start breastfeeding, and if
mother's/baby's condition allows, baby is routinely placed on mother's
belly/chest.
