Baby Milk Action.  They do the most on protecting breastfeeding, and 
they get the least money.  Everyone presumes they get a lot, when they 
get very little.  They just do so much on it.  There are things they 
can't get to, as they don't have the money to support the activity.

In terms of those giving aid, Save The Children and War On Want.  I also 
have a personal soft spot for WaterAid, as clean water is the foundation 
for everything else.

If you put 'breastfeeding' into the Save the Children search engine, you 
get some impressive results on their campaigns to highlight 
breastfeeding is primal on global hunger.  War on Want have a more 
radical and socialist view on aid, than most of the aid agencies. (And, 
indeed, they produced the image of the starving baby in the baby bottle, 
all those years ago.  Although, as we've found with Oxfam, you need to 
assess an aid agency by their current work, not past glories.)

Clearly, this is a personal list, and I have no connections with any of 
the agencies I've mentioned.  :-)
