I have heard that one, too.  Our mom's are told that if they don't sign the
epidural permit prior to labor (or if they sign the section labeled "natural
childbirth"), no matter what happens, they can't have one.  I try to counter
in childbirth classes with the fact that that is illegal but the fear has
been implanted by then.
