but, the Joint Commission only directs the 
actions of hospital STAFF, correct? there is no 
way their standards can stop a MOTHER from 
holding and nursing her own newborn, right?

in which case this rule would be a positive thing 
for most mothers, ie, it would delay interference 
from staff.
