A person has a right to their records but there are limitations on how they
acquire them.  Some offices will only release a copy to another health care
porvider.  Some patients may require some legal help to get a copy of their
records, such as having a lawyer accompany them to the medical records
department to look at the records and to sign a release of the records to
another clinician.  Almost always there is a fee required.
First step I would recommend is to just ask what their policy is and maybe to
see it in writting then proceed from there.
