Alameda County WIC offices  have an MOU with the two local hospitals where most of our moms deliver.  We have given them hospital grade pumps which they dispense to our WIC moms with latch issues or babies kept in the NICU, etc.  They fax us a completed rental form. Moms have one week to 10 days to bring THAT  pump back to WIC. 
The WIC lactation consultant then assesses the mother's need for a pump and after a consult may or may not  dispense an in-house WIC pump. The hospital based WIC pumps are returned to the hospital periodically to replenish their supply. 
We have been doing this for over 15 years. 
And yes I agree with those that have said that ONLY hospital grade pumps are appropriate for the newborn
period when there are long separations or latch and milk supply issues.
