Theft of infant formula has been a problem for years.  In some stores,
formula is kept at the customer service counter, along with the condoms and
the cartons of cigarettes!  It is stolen because it can be used to cut
heroin, because it can be repackaged and resold as infant formula, and
simply because it is expensive and poor families can't always afford to buy
what they need.
