A PPH can indeed reduce supply, as can retained placenta - so both 
these are a consideration.

Also - hand expressing might be more productive for her, especially 
if her babies are no more than a few days old.

Some pumps work better than others - an effective pump can make a lot 
of difference.

Having said that, if she gets half an ounce every time she uses the 
pump, and the babies are still v. young, that's about 15 mls, and 
well within normal. If she doubled her expressing frequency, she'd 
double her volume. Hand expressing is quick and needs less 
preparation.

Diet is less likely than any of this to have an effect.
