I am struggling to understand the exact meaning of this phrase:

Marketing of Breast-milk Substitutes<
Is  this the same as thing as following the Code exactly as it is written?

Similarly, in the sidebar:

Being supportive of the aims is not the same as telling IBCLCs that they
have to follow the Code!

And,

expected for many years, to adhere to the WHO Code.<
Well great!
Why is IBLCE not saying exactly the same thing to IBCLCS in the field?  Why
are they playing word games instead?

Am I the only one who is not being fooled by this rigmarole?
If IBLCE really wanted IBCLCs to follow the Code, they would say so.
