I thought I'd give my .02 since I lived in Misawa, Japan for awhile.
Most of those immunizations are required for the active duty military (my
husband) who do not have a choice.  Dependents(myself and kids) are not
required to follow this.  As a matter of fact, when I checked with our
local military clinic here in Hawai'i before going to Japan, I was told I
didn't need to get any vaccinations.

I would assume that the mom is already immunized for polio.  She could
have her titers checked for tetanus, and if she already has had the
initial series, a booster could be given if needed at the time of the
injury.

I did get the Hep B because of the move to Japan, but also because of my
inlaws' and husband's history with HepB.  I don't know about Hep A.

She could also have her titers check for MMR too.

I didn't get Typhoid or Japanese encephalitis vaccines either.  I believe
the military has decided it is no longer necessary to vaccinate all
active duty military for Japanese encephalitis who are going to Japan.  I
guess it will depend on where they will be.

When we were there in 1993, the US military clinic followed the same
vaccination schedule for the well baby visits as in the  US.  My children
also did not receive the HepA, typhoid or Japanese encephalitis.

I am not a doctor, but I would suggest doing some more research on the
mother's part.  Japan is not a third world country.  If this mom is
interested, I have a friend who is currently living in Misawa who may be
able to answer any further questions.
