Another slant to address is when babies are removed.  A lot of suggestions so far have been about prevention...but when the baby is removed, the mother immediately needs resources to maintain supply.  I'm specifically thinking that if baby is removed because of suspected drug use, breastmilk will not be permitted.  How fast can the milk be screened?  What is the half-life of various drugs?  Are the foster parents trained in bottle-feeding in such a way that will hopefully protect breastfeeding?  Are the foster parents trained in not being grossed out if they get to use breastmilk?  Are they trained in physiologic quantites a breastfed baby eats?  This is too much to cover, but resources for mom when baby is removed, and resources for caregivers of breastfed babies, would be two vital documents to share.
