I don't know about adults, but with children and adolescents, physical
restraint is a choice of last resort.  IIRC, in the facilities with which I
am familiar, the calming procedures are 1) verbal calming, 2) light physical
touch (holding), 3) isolation in a safe room, 4) physical restraint with
soft ankle/wrist cuffs. Meds (haldol) are also used in some faculties.
Straight jackets are not used.
