It is because the school lunch program is being reimbursed for every meal they
serve children.  Even the ones that pay full price.  The school still gets a
small reimbursement.  To get this money the school has to show that they are
serving government sanctioned meals to  children.  That means every meal has
to have milk.  If they don't serve an approved meal they have to have a
doctors note to explain why.
