The Canadian experience varies widely. We do not have a WIC style program
nation wide. We do have Pregnancy Outreach Programs of a wide variety.  Most
are small and locally designed.  None in my area give out formula, most do
not follow beyond the initial post partum period.  At most they give out
vouchers for vitamins/food. They really do not compare to WIC in scope or
size.  Some food banks DO give out formula but not on a reliable schedule.
Dr Newman can address what occurs in Toronto which is such a large urban
centre it often operates quite differently than the rest of us. It helps to
remember in Canada that health is considered a provincial matter with
federal influence and very little authority.
