Ah -- yes, this weight is more typical of Down's babies.  They do gain slowly and then start doing better.  This baby might tire before finishing feedings due to low tone and might benefit from a little assistance.  I'd have the mom pump and offer small amounts of her own milk.   Maybe every other feed and monitor so the mom doesn't have to pump all the time.  Sometimes a slight nudge can get the pediatrician to relax and the baby to gain at a slightly better rate and then everyone can relax and chill out.  Anyway - your observations and discussions with mom are going to be key in determining whether a "slight nudge" is needed and/or helpful.
