     Good idea.  The parallel I use is industrial awards in some industries, that mandate breaks at frequent intervals, for burly adults.  Though the "smoko" breaks are designed to appease smokers, they could also be called tea breaks.  There would be industrial action if workers were denied these breaks.  Unfortunately, babies can't walk out and take industrial action!  If big burly workers are entitled to frequent breaks in heavy industries, why should babies, with their specific biological needs, be denied?
    Alternatively, I talk about office workplaces, with the water cooler or coffee machine, and how there is usually flexible access.  (Exception:  Not sure about call centres, though - from what I've been able to find out, operators need tight bladder control and probably need to have water bottles at their work stations as they can't leave.)
   Anyway, there are loads of examples out there of adult needs and entitlements concerning fluid and food needs.  I started giving these examples when a fad came in, in the late-1960s/early-70s, for getting babies onto three meals a day, at an early age.  It really helped to get across the point that their older siblings of course had extra snacks at and after kindgerarten or school, and their parents also had a lot more than 3 meals or drinks a day.
