What you describe could be consistent with tongue tie: the white coating on
the tongue, the high palate, and the flat tongue when crying.  If you run
your finger under the tongue, what do you feel?  When the baby sucks on your
finger, what do you feel?  Is the back of the tongue humped up? Is the
tongue cupping your finger?

The tongue is a muscle, and if it is restricted by a tight frenum ( Larry
Kotlow says it is frenum, not frenulum) it gets tired.  

Or, is the milk flow too strong.  This is sometimes caused when the mom is
using the transition hold and pushes the breast toward the baby when
latching.  The breast eventually returns to its normal place and decreases
the flow leaving the breast overly full so that in the next feed, the flow
is unmanageable.  This also happens when mom is offering one breast each
feed.
