Wouldn't it be a hoot if a lot of people passed without the required hours?
 what about not "THE" IBLCE exam, but AN exam -- not as long or complicated
-- that is developed and administered by IBLCE?

I kind of like the designation LC Intern.  It implies you have your basic
education under your belt, but are working on your hours and experience.
 Hmmm.....
