I've seen the scalded sunburn look with mastitis coupled with profound
engorgement.  The antibiotics should knock that out pretty quickly if she's
on the right meds.  The reduced milk supply is typical with mastitis.  The
blanched area has me puzzled.  I wonder if it is something related to the
incision?  Any chance there is a coincidental issue going on like an insect
bite?
