"Customs officials said the use of minors as smugglers by international drug
traffickers had become increasingly common.

On April 9, a 13-year-old girl traveling alone was charged with smuggling
more than 11kg of heroin from Pakistan to Manchester, England.

In other cases, the children have been accompanied by adults. In December,
four Chicago parents were charged with renting their infants to drug
smugglers in return for cash or narcotics.

The smugglers, generally young women, took the babies on round-trip overseas
flights and would bring cocaine back into the United States in baby formula
cans, Customs officials said.

One infant used as a cover started travelling with the couriers when she was
three weeks old, officials said. "
