Oh no, what a difficult situation to be in!  Can you print out the actual
wording of the AAP and WHO statements?  That would help me to have the
wording and phrases used.  You might also look up some psychological
research on attachment.  I would personally assert that an 18 month old
being forced to wean at that time would be psychologically and emotionally
traumatic for the child.  You might email Katherine Dettwyler and see if she
has some good research on that which you could present.  Or Dr. Sears?
 Their office is actually really nice.  I would probably call his office and
leave a message for one of the Sears' pediatricians.  Maybe having an MD
opinion would help, that you could state at the hearing?

I just did a quick google search and there is a TON of research on why
forced weaning is bad in animal populations.  Huh, that is so interesting to
me.

Maybe you can also include something from the current surgeon general's call
to action, her first call to action of her term being about breastfeeding.

document and see if you find anything that would be helpful:

Good luck!  I hope it goes well for them.  It just makes my heart ache that
a judge would be making a decision like that for a baby.
