The new Scope of Practice came from IBLCE. There is also the Standards of Practice (ILCA) and the Code of Ethics. I am not sure what you mean by the IBCLE rules, the scope of practice came from IBLCE so I guess it is their "rules." And violating the Code of Ethics could bring a formal complaint against an IBCLC if someone wanted to make the complaint. I believe the complaint questionnaire asks (used to ask) which code of ethics specifically was violated. This may change to include the Scope of Practice but I do not think it is correlated to the new discipline document yet, which covers this type of thing. I didn't see that anyone else answered this. And I may not have read the discipline document thoroughly enough....
