I would suggest moving baby so he(she) has to reach the head a little higher
to get to the breast.  (Try tilting your chin up and see how easily the
mouth opens as compared to when you tuck your chin down.)  Some call this an
exaggerated asymmetric approach.  You might also be able to use the breast
to gently "pry" the baby's mouth open.  I use the term "pry" with caution,
because it should not be done forcefully or baby will usually resist.  Too
many moms tend to aim the breast well, but concentrate on pushing down with
it rather than trying to go "up and over" the lower jaw.  If the baby's jaw
seems to be held tightly closed (or only open slightly) this will be
counterproductive.  However, if baby's jaw seems to be relaxed, pressing
gently with the breast while the nipple is aimed toward the nose may help
get a little more opening and hence a more effective latch.

I like to tell moms to "aim your nipple like you are trying to put it up the
baby's nose".  Then they seem to get what I am trying to tell them to do.
