Our LLL conference has such a room, and also an activities room for children over 5 at a whopping $1 per child per session. In addition, there are many teens/pre-teens (mostly the children of LLL Leaders) on site who are more than happy to watch your children while you attend a session for a minimal fee. In addition to that, children are welcome in the session rooms as long as they are not TOO noisy. There are quiet toys in each session room, even the rooms set up for CE sessions. You can bring a caretaker to the conference, who can even attend sessions with you and the child, at no additinal cost. Each evening there are activities for the children to get them good and wiped out before bed.
   
  Using my mother as a caretaker, and a mother's helper for the times she is unavailable, has allowed me to attend each session that was really important to me at little or no additional cost. When no one was available to help me, my kids were freaking, and I just could not get to a session I really wanted to attend, I would either trade watching children with a friend or listen to the tape later. 
   
  Yes, this means that a session is occasionally disrupted by a boistrous toddler or preschooler, and some of the session recordings have extra noises on them. Our opinion is that this is a small price to pay to have mothers of young, attached children in attendance!

Our LLL conf has a Romp and Roar room, but this necessitates bringing 
another person. I took teen agers with me years ago when I went to confs 
with a rambler (but that can be expensive :-( Maybe ILCA could think about 
a staffed Romp and Roar room with a small cost and pre reg involved. Pat in
