When I googled on the stains there was info to use rubbing alcohol or vodka
to remove the stains on skin, or even use baby wipes. (Be careful of the
fumes from the alcohol, and rinse immediately). The mom could try something
like that to see if it is a topical stain. Perhaps baby sucks fingers and
then had fingers on scalp.

Could the baby possibly have fallen or gotten bruised in any way? I think
you said the baby was 8 mos old, possibly cruising around furniture???
