Judy alerted us to a CSPAN broadcast of Senator Tom Harkin discussing  issues 
surrounding brand loyalty and how advertising shapes our perception of  
products. People may be interested to know that Senator Tom Harkin (D-IA) has  
filed a comprehensive disease prevention piece of legislation, S 1074, entitled  
the Healthy Lifestyles and Prevention (HeLP) America Act of 2005, that includes 
 4 sections relevant to breastfeeding:  
 
    *   Section  105: the Baby Friendly Hospital Education and Training 
Initiative be placed  under the supervision of the director of the Office on Women’
s Health with the  Department of Health and Human Services (DHHS). It would 
establish a voluntary  certification process for hospitals that adopt certain 
practices that promote  breastfeeding for newborn infants 
    *   Section  216: Breastfeeding and the Workplace Taskforce: This would 
establish a federal  taskforce, chaired by the Secretary of Health and Human 
Services and the  Secretary of Labor, to identify ways to improve the ability of 
new mothers to  breastfeed when they return to work 
    *   Section  217:  Workplace breastfeeding  promotion would require 
employers with 50 or more employees to make reasonable  efforts, in break time and 
space, to allow mothers to express milk or  breastfeed 
    *   Section  303: Label and disclosure requirements for infant formulas 
would require that  infant formula manufacturers place a label on infant 
formula products stating  that human breast milk is the ideal method of feeding 
infants
These four sections will  eventually be made into a separate breastfeeding 
bill. The bill has been  referred to the Senate Finance Committee. Letters can 
be written to your  senators asking that they sign on and support this 
legislation. This is  especially important if your senators sit on the Senate Finance 
Committee.
