Dear Ginger - 
The Pediatric office where I work was wondering the same thing recently - about "Baby-Friendly" for doctors offices and pediatric centers (not necessarily hospital based)

In my research I came across the following link from the Massachusetts Breastfeeding Coalition for 10 steps to a breastfeeding friendly Pediatrics Practice (is this what you were referring to?)

If you follow the links on the side they also have one for an OB practice.

The Academy of Breastfeeding medicine also has some great protocols - including those for Physicians offices (#14)  and OB offices (#19)  http://www.bfmed.org/Resources/Protocols.aspx
