No, at WIC in Miami Florida we do not deny pumps to clients who have only cell phones.  I can't say that the thought has even occurred to us.

We do, however, for all clients, ask for the name and phone numbers of two other individuals (friends or family, whoever the WIC participant prefers) whom we can contact in case we can't reach the WIC client at her own phone numbers.
