In the UK most information on BFHI comes from UNICEF, so I went there first,
adn in their document on implementing best practice standards:

3. Inform all pregnant women about the benefits and management of
breastfeeding
....."Additionally, at least 80% of these women should confirm that
breastfeeding management has been discussed with them and that they have
received no group demonstration on the use of infant formula."

In my copy of 'Evidence for the ten stps to successful breastfeeding', WHO,
1998, on page 23, Step Three is described in detail including no group
education on the use of infant formula.  this is quoted as coming from 'The
Global Criteria for the WHO/Unicef Baby Friendly Hospital Initiative, 1992.

Marsha, thanks for your explanation.  I had seen some of the documents and
been aware of some of thos inititiatives, but had not been aware that they
were explicitly in response to Innocenti.  Its good to know that I can
continue to travel on my US passport without complete shame!
