Bottle-feeding mothers carry bags - and they contain liquids and powders. 
Would this incident have happened had the mother been adding powdered ABM to 
a bottle of water to feed to her baby?

By the way, New York State law protects a mom and baby's rights to
breastfeed anywhere they have a legal right to be.  It is a civil rights
violation to interfere with them.
