I wonder if the person looking for a history of pumps
has talked to Jackie Wolf, author of "Don't Kill Your
Baby: Public Health and the Decline of Breastfeeding
in the Nineteenth and Twentieth Centuries".  I recall
that pumping stations were set up in Chicago in the
early 20th century and maybe the author was able to
encounter some of the history of pumps surrounding
that issue.

when the OP does find out more information, a synopsis
would be nice to read here.  :-)
