1. Most states have "family life education"  (sex ed) curriculums mandated
in the schools. In York County Virginia, breastfeeding must be taught in
third grade. (I was on the curriculum development committee).  If
breastfeeding is included in the state or county (school district)
education requirements, then it's an appropriate topic for that age kid in
any setting.

2. If animal lactation, animal milk, or anything else about animal
reproduction is allowed by 4H, then human reproduction and lactation should
be also included unless they have a specific published rule against it. Try
to find their published rules, then use them to press the case against the
organization or the bozos who thunk up such a dumb ruling.

3. And the 17 year old needs an inservice on human reproduction, FAST.
 Just my opinion, of course.
