I've certainly seen plenty of "high-need" intense babies like this. They
literally need to be held all the time - won't sleep unless in someone's
arms or lying on their chest or in the bed close beside them. They take only
"cat-naps" - sleeping for 15 or 20 minutes at a time, maximum. And when
they're not happy, they're really not happy. Put them down in a crib alone
and they'll scream and scream.

The other things you mentioned certainly indicate the mother needs to
increase milk production, and she sounds like a good candidate for
Domperidone. Maybe try the fenugreek and blessed thistle. But even with that
her baby may not change much. (I had two of these babies myself - lots of
milk, good weight gain, but very high need babies.)
