Some peppermint teas do not do much and are not really naturally herbal and only flavoured. They would not do too much of anything but why give the C/sections mom another reason to have delayed milk increase. I concur with what Nicki Lee suggested. 
As for baby fussy at breast. Supply could affect let down. be sure to check supply if let down is very delayed.
