"Is there some contraindication to use a bulb for a healthy 10 week old
infant who has sinus congestion?"

In my experience it depends upon the type of bulb mom is using.  The ones
with the larger plastic end are probably fine.  The pointy ones that are
commonly used in the hospital and sent home with mom can be stuck right into
the nares and usually end up causing more swelling, hence more difficulty
with stuffiness.

The saline loosens the mucous and the baby often then sort of "snorts" the
mucous out and mom can wipe it off the baby's face.
