I would bring the protocols from www.abfmed.org (academeny of 
breastfeeding medicine) It has specific info for hospitals.  It is a professional 
organization for physicians by physicians and other heath care professionals.  
It has the model hospital protocol.
Sounds like you have done your homework, but again be sure to show how 
breastfeeding will bring the costs down.  
1) skin/skin after birth for warmth and maternal transfer of good flora to 
baby.   
2) Provides for blood sugar stability /respiratory stability in the early 
extrauterine transition period.
3) Baby goes to breast in the quiet alert state before falling into deep sleep.
4) Meconium passes sooner from colostrum, lower rates of jaundice with good 
breastfeeding support.
5) Moms and Dads are very happy to have babies breastfeeding quickly.
6) Nurses are free to do paperwork while baby is breastfeeding in that first 
hour post delivery
7) Healthier babies, less need for "nursery nurses" because baby stays with 
mom at all times
We don't "have a nursery" we promote Family Centered Care.  Our community 
loves it.
You will have less re-admits to the hospital (cost effective) because moms 
and babies got off to a good start..ie jaundice, respiratory issues.
A healthier population decrease in diabetes, obesity, ear infections, resp. 
infections, asthma, some forms of luekiemia's, etc.
