For what it's worth, 2 babies out of the approximately 25 tongues I have
clipped in the past year slept through the entire clipping.  So I cannot of
course speak for all babies in all circumstances, but it has been my
impression that they are most upset about my holding guaze in the bottom of
their mouth for a minute afterwards.

As for why doctors may be reluctant to do the procedure...besides the fact
we have all been taught that it is unnecessary, I would bet it has something
to do with the fact that you are talking about a very sharp instrument in
the very small mouth of a usually wriggling baby...and a very plentiful
blood supply.  I do not take it lightly.
