The one thing you can do is contact FB regarding why it is unsuitable.  It may be a dispute of copyright infringement. Although I have no idea where your image originates, if you don't have licensing privileges- you can't use it. I know that many photographers sell their images and they sell them with an imbeded code.  This makes it easy for them to keep track of where there images are.   While it may have ran as an ad previously, FB may have been alerted to an issue.  The issue of copyright can be resolved easily.  FB is in a position not to allow un-authorized images in their commercial ad space.  If this is the reason, you need only show licensing privileges to the image.  Having contacted FB myself, I found them easy to deal with and they are more than anxious to sell you ad space.  If it is because of the image itself, then you may reasons to argue because of past history of them taking the ad.  It will be up to you to determine if it is worth your time and energy.  If you need a source for lic. photographs let me know, I would be happy to share where I get them for my education packets etc.
