During times of crisis, civil rights are often suspended.  So if one believes
that there is an "epidemic" of hiv transmission, then civil rights are
jettisoned in the interest of public safety.  Certainly 9-11 is teaching us all,
that in times of crisis, civil liberties are dropped in the interest of public
safety.  Of course, one might question whether there is an epidemic.  And a
major problem with hiv testing is that antibody testing on low risk populations
will give you alot of false positives.  The test kits themselves state that they
were never intended to be used as a diagnostic.  These test kits were meant
to be used in conjunction with clinical signs and symptoms of disease.
