This sounds like nurses being confused about cause and effect. Cold stress can lead to hypoglycemia - but what that means is get the baby warm and feed it! It does not mean that if you give a baby ABM or GW it will warm up! 
 
I find here too that skin-to-skin too often doesn't involve any skin. I always wonder if a copy of some of those studies would help!
