In the US, at least, one cannot copyright the meaning of a phrase.   Perhaps
it is a trademark?  If it is, one normally needs to mark it with the symbol
tm (or sm, service mark) to let anyone who sees it know it is proprietary --
just as copyrighted material normally must include notice, which includes a
statement of copyright, in order to protect the holder's rights.

I haven't seen any of this kind of protective marks around BFHI, or the words
Baby Friendly, in general or indeed in your post.

Of course that doesn't mean it is helpful for lactation people to use those
phrases in other ways.  But it does cast the light of context on whether it's
good to use that watchdog kind of tone with lactation people who all mean a
pretty similar thing by BF, whether or not they are using it in connection
with institutions certified under the UN's BFHI.
