Yes, I vote for the team approach whenever feasible: Organizing/leading a work
group team/committee, that would reach a consensus on policy, may help
increase the staff's acceptance of new policy. Relevant groups choose and send
their representatives.

Or, you write the policies then use a team approach for development of the
protocols/guidelines that address the policies.

Would like to hear others' experiences with policy/protocol development.
