Hi Ahn,
How stressful for you!  I would not ignore developmental issues, as
early intervention is so much more effective if started early.  Most
states have free evaluation and treatment for any child who seems to
need EI.  Feeding difficulties and subtle motor delays are certainly
sufficient criteria for referral.  Self-referral (or parental referral)
is appropriate.

Things to check into:
CF - Particularly if she is getting enough milk, and is still not
growing or energetic, this is a possibility.  Some kids with CF have
rashes due to protein deficiency, some also develop edema.  Perhaps your
frequent nursing is the only thing keeping her from being symptomatic.

Allergy, particularly to bovine beta lactalbumin.

DSI - dysfunction in sensory integration or Sensory Integrative
Dysfunction - is a common cause of mild hypotonia and developmental
delay.  The Early Intervention folks will look at this.

GE Reflux- Sometimes kids with painful reflux are reluctant to take more
than an ounce or so at a time.  You said your dtr took up to 6 oz at
once, this would lower my index of suspicion for reflux.
