Celina mentions the 2003 Leader Handbook and a 1998 LEAVEN article -- both
are older than the current (2006) policy, which (using your Leader
password) you could look up in LLLI's online PSR (available to Leaders
only).  The 'edited' dates at the bottom of the web pages mentioned refer
to the html code, not the content.

The current policy outlined in the PSR is different from what came before
-- if any LLLL doesn't have access to the policy, I'm happy to email it
off-list.
