~~This must be an issue in lots of US places. I wonder if newspapers would  
respond to some kind of larger argument whereby if the family stocks up on some 
 food, everyone is fed safely, including all the breastfeeding little ones.  
The wording could go on to include the exception  that children who are not 
breastfeeding will be specially at risk  so.... Also during a time of emergency 
I would assume sanitation is an  issue, loss of ways to prepare, store, and 
clean all the paraphernalia that goes  with artificial feedings, as well as 
breastfeeding preventing the build-up of  large amounts of garbage that attracts 
disease and rats, and cannot be  moved?
