Why?

Because women  (in the UK, at least, and I expect elsewhere) who
*start off* breastfeeding keep their babies on formula for longer
than mothers who start off formula feeding, who switch to non-formula
milks pretty soon.....so the would-be breastfeeding mother is a very
alluring market to formula manufacturers.

There is a study showing this somewhere, but I am aware of this from
observation, anyway. Mothers who used to breastfeed will first switch
to ordinary formula, and then to follow on....far more probably than
those who never breastfed.
