Well, it can, if there's the will.

Here in Ontario it is mentioned in the Parenting course and in the Nutrition course.  Mind you, I don't think they've ever had a guest speaker in, or devoted an _entire_ class to it.  And you know that if the teacher isn't a breastfeeding advocate, the entire tone of the discussion will not really be supportive.

However...  My work as a Public Health Nurse includes teaching puberty education, when invited, from Grades 4 to 8.  Believe me, they hear about breastfeeding!!!  (They find it icky, but at least they get positive comments).

In high school the PHN's are often invited in for classes on pregnancy and birth.  And breastfeeding gets a positive mention there. 

For many jurisdictions, it may not be included because of some oversight.

Personally I want to send out the most heartfelt thanks to the high school health teacher who showed a film in the late sixties about the effects of formula in Third World Countries.  That convinced me (about age 16) that breastfeeding was the only way to go.  

Yes, education at that age has a huge impact.
